The more detailed answer: GTA V uses Rockstar Social Club account to verify the credential of the player and decide if he/she have a valid license for the game to play, therefore making Steam a third party distributor, and Steam does not host the game itself, so Family Sharing feature does not apply to this title. If you try to play the single player portion of the game offline and keep getting rejected by the social club launcher for not having access to the internet, this guide is for you.
